there is a post somewhere about this, i think there might be a couple actualy.

As far as i remember the oggenc.exe should be put in your main Frets on fire folder ( the same folder as your Fretsonfire.exe)

Are you aware it will take hours to encode, some people reported like 10 hours.
The GH1 & 2 packs are both available for download, look through the tune trading section.
Also CAMA was very kind and ripped the GH2 tracks in a different way , giving us much better quality songs and and the extra guitar tracks, so you can play bass guitar or rhythm guitar on some of the GH2 songs.
Look into it there all in the Tune Trading Section on this forum!

Hope that helped

I've been having a similiar problem, but slightly weirder. Here's what happens:

I'm running winxp. I have oggenc.exe in the right folder. I have the GH cd in the right drive. I run FoF and select Import GH Songs. The game instantly minimizes, and nothing happens from then on. If I maximize the game again, all I get is a black frozen screen until I minimize once again, and shut down the program manually. Can anyone tell me what's wrong? I appreciate the help.

Not to sound impatient or anything, but I could really use some help to solve my problem. Hopefully someone who's had a similiar problem or knows what might be wrong could help me out. As mentioned before, any help is appreciated.

Thanks for the link, that helped. Basically, my problem was fixed what I tuned down resolution and put it in windowed mode.
