I have used the search already, and couldn't find what I was looking for, any help is greatly appreciated.

1. I am trying to find the GH style rock and star power meters for the RF Mod 4.15 version of FOF, so far I have only found stuff for earlier versions.

2. How do I change from CD labels to cassette and all that? I have it on CD's right now, but they are not clear for some reason. I will update this post later with a screenshot.

3. Is there a way I could do random backgrounds/necks? I haven't seen anything like this yet, and would really like to see something like it done.

Thanks again for your help.

As far as rock meter for FoF 1.2.* and RF4.15 is concerned there is only this mod

It's not an actual "rock" meter, but it does include failing and Jurgen power.

For the CDs... try updating your graphics drivers, but there is a chance that that wont help either... mine look the same way even after the graphics update...

Personally, i prefer the old school feel of cassetes, so what i did was use the GH mod but with cassettes.
To do that copy these files from your 'data' directory into your 'data/mods/GH Mod' directory:
library_label.dae
library.dae
label.dae

For random necks... the only thing i can suggest is WorldRaves GH3 Mod
Its for Fof1.1.* and has a very nice "Neck Selection" feature. Also it comes in a nice installer package so you wont have to worry too much about getting all the files to work correctly... Just make sure you move your 'songs' directory before you uninstall your current version of FoF and delete the old fretsonfire.ini before you try and run the newly installed version.

There was an update to the CD model, because lots of people were having that same issue, its a glitch in the drawing of the label, because it is so close to the CD model they kinda show both together. the updated model should be in the Mods section somehwere!

Well, I tried copying the library stuff and all that, and the folders work pefect, I have the guitar cases... but now I have the crappy CD's in the background, with the cassette label over them.

How do I update the graphic drivers, or could someone post a link to the updated cd model please?

Thank you both for your help.

Sh*t. Ya I forgot... you also have to copy cassete.dae from 'data' to 'GH Mod'
That should work and change your CD's to cassetes... As far as i know as long as youre using cassettes your default graphics drivers should be fine.
If you still want to update the drivers just for sh*ts and giggles just find out what company makes your Graphics card, go to their website and then work from there.
