Let me tell you (pictures might be added later to show) how using Anvil Studio.
Example: .38 Special - Hold On Loosely
1. Open notes.mid in Anvil Studio
2. Select Track, then create, then Instrument track
3. Rename the new track PART VOCALS (double click the track name to change it)
3a. View should have a checkmark next to Composer & Lyrics
4. Open up the script.txt in the song folder containing the lyrics.
The script with have two columns with numbers, the first column has the start time of that lyrical line (1000 = 1 second) while the second column has length of how long those lyrics appear.

23500 2000 text Good lovin' gone bad
27000 3500 text And usually it's too late when you
31100 2000 text realize what you had
The first word starts 20 seconds in, while the line "You see it all around you" appears for 2 seconds. Understood?
6. The fun part!
You must place notes & rests throughout the entire track. Then click on a note (cant be a rest note) to enter a word in the box (located right under the box that says Lyrics line 1).
For this song, you start the track off with a bunch of rest notes (hit the 'insert a rest' & choose a symbol above for the length of the rest).
Now once you have your rest notes, place some random notes to have a note at the 20 second mark in the upper right corner (it can be a little more or a little less)
Click the note and then in the lyric box put the first word, "You"
Keep putting more random notes.
In this lyrical line, you have six words evenly paced in 2 seconds. So divide the best you can, and spread the words out to fill up that two second span. You want it to be precise as possible but you dont have to get too crazy with accuracy.
7. Then you go on to the next line in the song, which starts 23 1/2 seconds into the song with the word "Good"
Find a note close to, or exact at that time in the song and choose the note, type in the the word in the box.
8. Repeat for all the words in the songs. If need be, play the song in audacity to hear it along, while you insert lyrics.
9. save it (File > Save song as)
It's ready to be viewed in the game for fine tuning.
So there you go, every song that had previous script.txt lyric files can be switched to for the Rockband mod.
