You're using the Megalight theme. Download another theme and put it on data\themes
go to the options and change it, simple

theres no glitch here, this is just how the default theme looks, to change themes, find a theme made for 3.121 ad follow the installation instructions for it, make sure your not trying to install a 4.0 theme
