I really laugh at this theme in a good way!
It has to be made in paint.net gimp or photoshop because paint cant export PNGs, but it really looks like someone made it in paint!

well yeah it was made in photoshop, but i only used the regular brush, eraser, and squares. so, it is exactly like mspaint, but with transparency.

I did a background in mspaint for the mainbg.
You need to resize it though. But that shouldn't be a problem. If it is, tell me and I'll post the full sized one.
