Strumming problem with Rock Band guitar

So I got the PS2 Rock Band guitar to work with this game, but I'm having trouble with strumming. When I set the "Primary" and "Secondary" picks, I just hit the strum bar up and down for each. Which would make sense that it would work, but it doesn't, like I strum down (or up) and it works, then when I immediately strum in the other direction (while the strum bar is already being held all the way up or down), it says I didn't strum at all. The only way is if it goes back to neutral position, and any fast strumming is out of the question if that's what I have to live with. So any ideas on how to fix this? I don't use the "regular" version of FoF, I use those mods out there (Alarian mod for example).

Anyway, I had many problems with the PS2 controllers, until I switched to my XBox 360 Controller. I use a program called XPadder which emulates your guitar as the keyboard (so for example, I set the green note to F1 on my keyboard, and assign XPadder to press F1 when I hit the green note on my guitar). I am pretty sure there are some quick tutorials on this forum, just use the search function and you are bound to find someone.

Well I did search and did everything it said and I still have this issue. I can't figure out how to set "strum up" and "strum down" to enter, only green, red, etc.
