Frets on Fire version?
Any mods?
Color quality set to 32 bit?
Graphics drivers up to date?
Any error message besides the MS Error report?
Edit: Don't mind raptor, he's "Special" if ya know what I mean.

What is the error you are getting?
Have a look in your fretsonfire main folder, is there a file like this there? -

If so, then post the contents of it here.
Also, Go to Start > Run and type in- %appdata%/fretsonfire/
And then post the fretsonfire text document that is there, here.

There's your problem right there.
What graphics card do you have?
To set color precision to 32bit, go to your desktop, right click it, choose properties, choose settings, and then change the color quality.

Go to Start > Run and type in dxdiag, and then please post a picture of the System tab and the Display tab, you can do this by pushing print screen on your keyboard, then open paint, paste the picture, save it, open up Imageshack, browse for the file, once it's uploaded, scroll to the bottom of the page and copy the 'Direct Link', then come here, make your post, click the 'Image' button, which is just above the post, paste the direct link there, and post the message.
