I noticed this after having problems trying to organize my collections.
It appears FoF version 1.2.451 doesn't show sub-directories without songs unless you put a directory inside it. Example-

songs\Guitar Heroes\1. Opening Licks\(all separate song folders)
songs\Guitar Heroes II\1.Opening Licks\(all separate song folders)
songs\Rock of 80's\1.Opening Licks\(all separate song folders)
songs\Dark Side of the Moon\(1.Time),(2.Money)-etc.

Only Dark side of the moon shows in the list when starting a game, because its the only one FoF see's that is the format \songs\(directory)\song directories with songs in each one, and doesn't see any that are \songs\(directory)\(subdirectory with no songs within)\songs directories.

so a workaround that seems to work now, is to just add 1 directory (\Guitar Heroes 2\ - (with any song within this directory), just as more a dummy directory.

I don't know if this is supposed to be this way, as it does support subdirectories, but only if 1 subdirectory DIRECTLY has a song within., only then will it allow THAT directory to show within the main folders shown.

So that the workaround looks like follows (for each directory wanted.)

\guitar heroes\-(<-dummy dir with single char.)\dummy song files
\guitar heroes\1. Opening Licks\Iloverocknroll(all rest songs)\song files
\guitar heroes\2. Axe Grinders\ironman(all rest song directories)\song files
\guitar heroes II\-(<-dummy dir with single char.)\dummy song files
\guitar heroes II\1. Opening Licks\surrender(all rest songs)\song files
\guitar heroes II\2. Axe Grinders\cherry pie(all rest song directories)\song files
