You need to extract the files using a program such as winrar. There are several available.. you've probably heard of winzip.. but it really only does .zip files. Winrar will do .rar files and a bunch of others.. there are also other programs.. such as izarc and 7zip.. pick whichever of these 3 you want, download it, install and use to extract the archived files. This type of question is also covered in the FAQ (see top right on forum page)

Also it should be noted that Windows XP can natively extract zip files, right click and say Extract All. But yeah for rars, tars, gz, and such I use 7-zip

www.7-zip.org

It's free and arguably the best archiver.

is the shell integration the same for 7zip as it is for winrar? and does it decode faster? i don't really care about archiving, but sometimes winrar bugs me when decoding.

I admit that 7-zip is not the fastest at creating archives, but at decompression I would guess it is about the same as winrar.

And yes there is a shell extension for it, so you right click extract here.
