Simple question, would this computer be able to run World of warcraft, and runescape hd? At decent fps, also be able to record play on games such as frets on fire. Thats it, it's got decent ram 2gb ddr2, but the graphics card worries me, but this computer is nicely in my budget.

Yes. It should run WoW, RS HD, and FoF. The second link you posted is expandable to 2GB of DDR2 RAM.

Depends. That's like asking how good your orgasm will be. You'll never know until the first time you try it! :)
On a stock FoF install, it shouldn't skip. And you should be able to record without a problem. Mods are entirely un-predictable on any machine. The mod may run well, it may crash. But, stock FoF will run great.
