The first rule was definitely there because it's more interesting to see what people think of others first, reducing greatly the risks of "z0mg!!!11! wanna be a moderator!" posts. It was already planned to remove this rule later. However, it's handy to see many votes for the same person, this way it shows the boards can come to a consensus and choose someone they would globally accept as a new moderator. It's not like if names hadn't been mentioned before the creation of this thread, the thread helps confirming or contradicting these thoughts.
Also, if you mainly hang in one or two sections of the forums, nobody forces you to nominate someone as a global moderator. Instead, feel free to nominate someone who could be moderating these specific sections.
