A new take on some of the suggestions so far:
If a post gets reported as spam, the alleged spam post could be hidden from the non moderators. The alleged spamming account can have its posts moderated until a moderator can deem that it is a legitimate account. If a moderator deems it to be a spam bot, the account can be deleted along with its posts, and the IP address used to post the spam could be added to a watch list. Any future posts from those addresses should be held for moderating automatically without having to be reported first.

That's already been happening, what's really annoying is when it quotes something like the OP of Puppetz Hero Zero and the like. I know what you mean about the random post quoting too though.

Sounds like the best idea so far. Definitely worth a try if it can be made work.

Too easily abused. The occasional immaturity of these forums would result in people reporting posts just for the sake of 'trolling' and hiding posts from the entire forum when they don't like a certain someone.
The response time on reported posts isn't as good as it could be. I reported some posts a few hours ago and have seen staff online since, but as of right now, said posts have been left untouched.
Couple that with the lack of activity from a couple of staff members (not meant as a personal attack of any kind), and I'm left wondering if maybe an additional staff member or two wouldn't be a bad idea. If nothing else, to aid in removing spam that does make it through the cracks.
