If you're going to require people host avatars offsite, could you implement a proper Gravatar plugin?
Currently I can cheat and use the image URL from my Gravatar management page but I'm lazy.

Seriously though, we'll talk of the pros and cons with the other admin and see if we want to go there. Let's see if other people are interested. Not sure it's worth it if you're the only person interested in such a feature.
