Rockband's 'Score Amp' suggestion - Will be easy for the coders

Next RF-mod (and FoF) has a working rock meter, jmeter, etc.
The way it's implemented via the stage.ini makes it simple to add whatever kind of graphics you want.
It was a fairly trivial addition, I'm surprised it wasn't done this way before. A couple new effect types were modified to work with the rock and jmeters (rotate) and a few new effect types were created (display).
The good thing about it is that you don't really have to code anything to create/change the meters. Just alter the stage.ini and supply the graphics.
I think I still need to create a translate one to make a rock band meter look right, but the GH1/2/3 ones work well enough.
