Okay I've had a couple of ideas, the first taking inspiration from Burnout Revenge on PS2.

Display the number of stars you currently have below your multiplier.
Here's how it would work:

Number of notes hit (H) + Number of notes missed (M) = Number of notes in total so far (T)

(T) divided by (H) multiplied by 100 = Hit Percentage (%)

if (%) >= 95, display 5 "star2.svg"

I'm not aware of the other exact %ages but they would work in the same way replacing star2 with star1.

The game already detects all the relevant info, so it would just be a case of doing the equations and displaying it. I'm sure it would be possible.

The second idea was simply to duplicate the code from the new FoF version which displays the current note streak, as I really like that idea, but hate the new FoF. I think Capo copied code to make the tails get destroyed, so I guess the 2 versions should be fairly compatible.

I know nothing of coding though so I could be wrong.

A nice FOF implementation of a Rock Meter. I like it (don't freak out anti-GH people, it's not the same thing).

That would be cool, I think something like that has been in rfmods todo list since almost the first release...

EDIT:
Find more efficient way to do running %age (in progress but not accurate)

And now that I think of it, I think I saw some commented out code in his sources that seemed to calculate the percentage...

Rock Band actually has a real-time star rating in it and I thought it was a good idea then. It should definitely be doable.

Does anyone know off hand which pyo file I'd want to look at for this? I have enough programming knowledge to hack something together, but I'm not sure which file to start with.

I'd initially guess GuitarScene based on other mods I've seen, but I can't be sure

Wow, this idea would be great. I hate having to wait until the end of a song to see how many stars I got and my percentage.

I love this idea, especially when i have to wait 42 min. to see if i finally 5 starred a song and got the award. Hopefully the new RFMOD has it handled.
