for me hotfix 28.6 doesnt work at all.

Saying solely that it doesn't work doesn't help anyone help you. Tell them the circumstances of when and where, and whether that was working before.

everyone was complaining too much about starting with the last star power as the one you had in your last run, when you started over...

What does it mean in the game though, like when they say they want to change their POV settings...you can change views?? I'm confused.

FoF's point of view is referring to the fretboard. the FoF POV is more of a top view, as opposed to GH's sort of "lower" view...i hope i explained that well enough for you.
